In a groundbreaking initiative, Malta has become the first nation to partner with OpenAI, granting its citizens complimentary access to ChatGPT Plus for an entire year. This unprecedented agreement, announced on May 16, 2026, requires individuals to complete a government-supported AI literacy course designed to empower residents with essential knowledge of artificial intelligence.
The course, developed by the University of Malta, aims to demystify AI by teaching participants its capabilities and limitations, as well as fostering responsible use both at home and in professional settings. “We want our citizens to thrive in the digital age and transform AI from an abstract concept into a valuable tool for families, students, and workers,” stated Silvio Schembri, the Maltese Minister for Economy, Enterprise, and Strategic Projects.
Upon completion of the AI literacy course, eligible citizens will be granted a full year of free access to ChatGPT Plus, enabling them to tap into the vast potential of AI technology. The Malta Digital Innovation Authority will oversee the implementation and distribution of this program, which is set to launch in phases starting this month, with expansion plans for citizens residing abroad who also complete the course.
This initiative is part of OpenAI's broader commitment under its "OpenAI for Countries" framework, fostering tailored collaborations that encourage national-level adoption of AI solutions. Previous partnerships include a notable agreement with Estonia to provide secondary school educators and students access to a specialized educational version of ChatGPT.
OpenAI’s efforts illustrate a global trend where governments are beginning to recognize the transformative power of AI. The company has also entered into agreements with the U.S. Department of Defense to integrate its AI models into classified networks, signaling a growing trust in AI's role in enhancing various sectors.
As the digital landscape continues to evolve, Malta’s pioneering approach could set a precedent for other nations looking to equip their citizens with the essential skills needed to thrive in an increasingly AI-driven world.
